I'm thinking the article didn't know what was meant by 64 but they knew it was a number signifying something so they put [unit]64 in there.

“They set up 64”. 10-64 is crime in progress for 10 codes. This could have been a decoy they were called to as the Capitol op was happening with (azov!?).

It could also mean “found property”. I imagine it could be for depts.
