Let me take a stab: In Arizonia their are Operatives, in D.C. their are Kingpins, all working for the European New World Order insane eugenicists. Perhaps the EU does not stand for European Common Market as once thought, maybe it is a more direct acronym, Eugenics ... for which they stand.
