We could actually use this. Just like we could have used the "infrastructure" improvements touted to pass the last big bill.

But the bill will pass, money will be spent, and somehow we'll be in exactly the same place a few years from now. Except a bunch of Corruptocrats and their minions will be a helluva lot richer.
