Imagine if during WWII US regulators said "hmm sorry but you're not allowed to develop nuclear bombs." This wouldn't stop the nuclear bomb from being built. All it would do is ensure that our enemies had nukes and we didn't.

That is worth considering. We can't stop the tide of "progress", so we had better form some legislative committees to study all the implications and possibilities for regulation and imposition of penalties for violations. Outlaw it until we have a plan in place. Looks like it's time.
