California city nearly eliminates homeless population with zero-tolerance policy on encampments

Coronado, California, has the lowest homeless population in the state. The mayor credited a no-encampment policy and housing resources in curbing the trend.

This is the way. It should be illegal (a public health nuisance) for people to live and defecate on the sidewalks. But decent shelter should be offered as an alternative.
