It used to be done (and may still) by a Maxine called an “Automatic Facer and Cancelling Machine” the AFCS turned the mail pieces to face in one direction, cancel the postage, scan the address for the zip code and create and apply the bar code used for later sorting. The canceller sometimes misses the postage.
If your life of crime involves screwing the Postal Service out of a fifty cent stamp, you deserve whatever is coming to you.
No post mark over the stamp.
The cancelling machine is known to miss cancellations. The piece did get a bar code so it appears to have been through the USPS system.

I received mail from a General....No stamp or post mark.
It’s called “franking privilege”. All postage (stamps, etc.) are frankage, but, for instance, official congressional mail can be sent for free.
I haven’t received franked mail from a Congress critter in years. That is an example of how much they care for us.

Kinda weird about the stamp though as it can be re-used and that's allowing a crime to be committed.
