This came up a few years ago on Twitter and the based writer of one of his biographies said he probably didn't say this because he had an ongoing joke when politicians came up in conversation that he would always say the same thing, basically he, "hated all politicians equally and the living ones were the worst of them all."

The Fox morning crew picked it up and ran with it when it happened and had him on to share the joke.
