Assuming that you're fairly new around here: the red folder made many appearances in photos and videos of Trump, and it's always a singular red folder which is why it stands out. Also the singular red folder has popped up in a few other places, like when Xi's predecessor was arrested one of the men sent to do so presented the man with a red folder.

I believe Putin was also seen with a red folder. The red folder during the Xi incident was next to Xi when the man showed it.
