The history of this clown world sideshow predates Trump. Levine was first put in a prominent role in 2015 by being nominated by Pennsylvania Governor Tom Wolf to the that State's Physician General. Democrats don't need Trump to do absurd things like this for identity politics reasons, it's in their nature.
