Because, "burning cities down" does serious damage to other citizens, some may "deserve" it but, many more will just get caught in the crossfire, loose their income/job, property, livelihood or even their lives. The activists/extremists that have been doing such, care nothing about anyone but themselves, do not stop to even consider others.
