Unethical behavior can be treason. Maybe they're starting the rhetoric slow to get some normies on-board and will build up to more seriously worded allegations once the normies start being ready to hear them. If you go with Treason right out of the gate, a lot of people who don't know much about Xiden will think it's hyperbole and ignore it.
