The payment is legal, both for Trump and Clinton, so the answer to the title question is “No”.

We don’t know what is alleged in the indictment because it is still sealed, we just have the “informed sources” reports in the press. If they are to believed, Trump will be charged with falsifying business documents, a crime under New York State law.
