From the first moment I saw this fire, It appeared to me that the scaffolding was used like kindling and the fire conveniently started towards the bottom of the scaffolding and the flames climbed up the wooden scaffolding very quickly causing a big fire really fast. The scaffolding was there to make repairs, but it also presented an opportunity to light it up. So, accident, or arson?
