One can make anyone "behave" through violence. That doesn't make it virtuous.
Did you actually beat your children with rods? (doesn't that sound a little ridiculous? Hitting children with rods?) If you didn't hit your children with rods, why are you appealing to the Bible to justify hitting them with anything else?
This verse from the Old Testament is not talking about a beatin' rod. There are many types of rods in the Bible.
