Inked fingers prevents people from voting twice in person. I honestly think that rarely occurs. The real problem is the electronic tabulators and the corrupt people "counting" the votes.
In these countries with inked fingers they probably post the local vote count at each polling location so people can check for accuracy. Here in the US we skip that step, and we put blind faith in some slimey for-profit corporation to tabulate everything for us.
