I have 40+ years of history in the area and the tunnels in the article are in and around the gorges feeding the lakes, not under the lakes. Or they are going into the hills AWAY from the lakes.
That said, locals always had theories about the abandoned Morton salt mines that were always thought to have direct connection to Sampson air force base across from them (Seneca Lake).
Also the NUWC on Seneca is interesting. Did some work there back in the 90's. Submarine sonar testing (small, mostly civilian work force).
Lake is 700+' deep and 38 miles long. That would be one hell of a tunnel.
The entrance to the mine is in Himrod, NY. Two elevator shafts still there. Not operational.
There is probably something here but I am highly skeptical of tunnels under the lakes for trafficking purposes. Too deep and long. Nevermind the safety/maintenance issues.
Underground railroad was not all literally under the ground. Most wasn't at all.
