Walmart leaving might have an up side. Walmart has always made it difficult for "mom & pop" retailers to survive so with their leaving more smaller retailers can now move back into the neighborhood. Since smaller retailers typically have the "Glock" or "Smith & Wesson" type inventory control systems. The entire neighborhood benefits by the elimination of the thugs and they don't have to wait for the police to arrive.
