And you can also verify there's no 154 in subchapter-E, so it's not like they just moved it. It's gone!

Section 154 can be found on 43 of that PDF as it was listed in 1987.
Long story short. The Obama Administration hid section 154 from the public as of January 5, 2017. eCFR is the digital copy of the CFR.
Section 154 didn't disappear from CFR, but an easy way for the public to access it did.
Coincidentally, it's the section on how Security Clearances work and are regulated, and which show Hillary broke the law.
