Finland is not the sort of place people want to go to. Historically they have always exported their population.

Not true. On their streets, visual is almost as bad as Sweden or UK. So far, they just did a better job with "localizing" -- migrants have mostly learned Finnish and speak it often, so partaking in Finnish culture instead of African or Arabic.

And very big part of immigrants in Finland are economy refugees from Russia, Estonia, Latvia -- they do not look foreign.
