IMO, the military may be in charge in the shadows (via Devolution) of ensuring that the country doesn't completely fall apart and that there's a country left to save, but that doesn't mean that the other side isn't restrained from making their own evil moves on the chess board and doing damage until such time as the good guys are in a position to undo the evil.

I truly don't know, but I'm trying to keep an open mind about it. I'm hopeful that mil is in charge.
