It mostly probably just means that Tarrio was a 'fed' in a previous case where he agreed to work undercover in exchange for goodies or a reduced sentence. That is pretty standard. A real misunderstanding in this stuff is that if a guy ever works as an informant he is forever after an informant. If Tarrio were a 'fed' now he probably wouldn't be about to go to prison. He did this stuff on his own most likely.
