Exactly, during the German republic, early years there were political assassinations, two different coop attempts by foreign forces etc, it was a melting pot of shit.
The German Republic are also the ones who signed the treaty in 1919. During complete political turmoil.
It was all by design, indirectly and directly caused by the "winning" side. There was no real stability in the Republic until early/mid 20s and then the great depression hit, and that sunk the entire worlds economy. Hell, even the brown shirts were founded in the 20s, even if they really did nothing of historical significance until the 30s.
We also can't ignore the civil wars that were breaking out on the European continent as well Estonia, Georgia, Finland, Irish civil war, many of these last through out the decade.
