I believe she is a high witch and that’s how she got to be Charles forever handler. Notice the top of her crown is an owl. The symbolism is all there.

The top of her crown is not an owl. It is a teardrop shaped diamond seated point down in front of other diamonds ( I believe in a Maltese cross shape). Diamonds and the ability to cut them would not allow an owl design. Putting them together would, and I see your point.
