By sending the hot batches to red states it makes it look like deaths are among the unvaxxed, since no one is linking deaths to the jab officially, so to the NPCs:

Red states = dumb unvaxxed hillbillies

Deaths = higher in red states

Therefore the unvaxxed are dying.
