President Trump already ordered everything relating to the Mueller investigation and 2016 election interference to be declassified. However, in the declassification executive order, President Trump delegated declassification authority to the DOJ, whereupon it wound up in Durham’s hands. The order was that it “shall” all be declassified once any judicial use for the classified documents had expired.
The last remaining judicial proceeding involving these documents was the Durham investigation. With the conclusion of the Durham investigation, President Trump’s declassification order comes into effect.
Yes yes, we obviously can’t count on anyone in government to follow the order. But it’s irrelevant. President Trump or a white hat already took copies of the classified documents when President Trump left office. Now that the order is in effect, people with clearance and possession of the documents can release them at any time.
Durham needn’t do anything. There is already a standing presidential EO to declassify the entire Russia Collusion investigation. Now that Durham’s investigation is closed and there are no further investigations using the Russia Collusion classified documents, whomever possesses it may treat it as unclassified and release it. Kind of gives some context to that panic about President Trump having classified documents eh?
The EO also cannot be cancelled. The precedent for this was set during President Trump’s term, when he tried to cancel DACA and the USSC ruled (!) that a sitting president basically can’t cancel the previous president’s EOs.

And no one sued like they did when Trump cancelled DACA.
Also, the declas memo was not rescinded, and I remembered incorrectly it was a memo not an EO. The DACA precedent might be irrelevant.
