Durham proved in the Sussmann trial last year that HRC knew of and approved the Russia hoax scheme against Trump, his administration & the American People. It was an attempted coup to remove Trump from office.

John Brennan former CIA director briefed Obama (prior to Trump taking office) on HRC's Scheme, who then informed DOJ/FBI, ultimately opening the bogus Crossfire Hurricane investigation against Trump.

The Sussmann trial proved Durham could not get a fair and unbiased judicial system & jury in Wash DC to prosecute/convict these corrupt individuals.

This failed/biased judicial system forced Durham to finalize his findings and hand them off to the DOJ AND Military-DoD for further investigations/indictments/arrests for accountability and justice. All involved committed treasonous felonies in the coup attempt and hindered Trump's entire 4 yr administration & agenda of and for The People.

Will AG Garland do the right thing prosecute these corrupt individuals? Will the corrupt system prosecute their own or will he continue to protect the corrupt system?

Maybe it was always more of an MI driven investigation. The fact that Durham had a leakproof ship makes me believe he had support from outside the DOJ. Hopefully, the public portion of the investigation, as you point out, was done to show the civilian court system is not functioning.
Also, point 2, is likely another piece of propaganda we’re being fed. This is about creating plausible deniability for BO and his Administration, even if it is flimsy. More than likely they were in on it from the ground up, what else explains passing on a known hoax to the DOJ?
I am not real certain the fact of no published leaks from the Durham team is really that compelling. After all, his investigation was about crimes committed by Trump opponents and no one would publish that information even if someone tried to get it out. This is borne out by the handling of the actual report by the major media as well as the outright hostility faced by the FBI whistleblowers.
If there were leaks they would have been to plant seeds of doubt about the Durham investigation. Leaks would have also played a role in tipping off the DS spin machine so it could counter his final report. Their silence shows they were unprepared to refute the report, so there only choice was to ignore it.
But, your theory might be correct. If it is, that would seem to suggest Durham only collected evidence that is damning for the DS. Other than the Brennan briefing there were no other attempts at plausible deniability which they would have wanted to leak.
