This is correct. I emailed my rep before the house vote and told him I expected him to vote NO. Then I guilted him by saying Louie Gohmert would have voted NO, and if he does not he will never get another vote from me. (yes Moran replaced Gohmert last cycle when Louie ran for Texas AG and lost).
I was pleasantly surprised he voted NO. We may have another keeper here in E Texas.
