He gave them the means to produce a "vaccine" quickly. He did not tell them to produce a harmful one or to suppress know side effects. He simply relied on the "experts" to do their jobs and echoed the talking points they supplied. How could a politician be held accountable for the product produced by a pharmaceutical company? Big pharma on the other hand...they don't realize how bad its going to get for them before this is over...
