This is not what you think. This implies (but does not confirm) isolation of these Azure regions, not the other way around.

WE, THE UNITED GOVERNMENT, should NOT have ANY ties to CHINA...end-of-story...when one finds something like this it means that there are people in the government who "think" they KNOW more than we do....

This means that ANYTHING ON THOSE SYSTEMS, NO MATTER WHAT IT IS...should NOT BE CONNECTED TO CHINA...!!!!!!!!
