Will the WHO try ordering a lockdown in six months when the treaty goes into effect? That would correspond with the election year, and they are obviously dead set on ensuring that Donald Trump (or any outsider candidate) does not again become president.

Of course they want to. It's all they've got left besides the nuclear option. Everything they're doing this year is an all stops out attempt at preventing Trump 2024.
