False. There is a track inspector that runs the rail everyday. This is a derail but it’s used on turnouts and used to derail a car for safety reasons. For example if a train parks in a siding or adjacent track then this is placed in front of it just in case a car would happen to roll toward that parked car it would kick it if the tracks so they wouldn’t collide. Also if a person was working on the track they would use these to avoid a train or a runaway car from hitting them.
Or maybe a rerailer for putting a wheel on the ground back on the rail.

Derails happen all the time you only hear about them more after the Ohio incident. There is roughly 1700-1800 a year.
