I don’t think it needed a vehicle to ride on. If they did disperse a chemical, they would be using the smoke to mask/cover it. It’s a convenient explanation for poor quality air and few people would question that something more sinister is going on.

Personally I don’t think this is connected to the missing rail car. My understanding is that it’s more valuable as an explosive, as opposed to lightly toxifying millions of people. It may be some other chemical, but I suspect not that one.
