I doubt this was a mistake. Even in a 'rat administration, there are plenty of civil service staff who are aware of flag code, not to mention most active duty military on location. It was probably mentioned, multiple times, to multiple people.

Yep. They know everything about protocol, decorum, etc. This was intentional.
