The first beast comes from the sea of people. It says the second beast comes out of the earth. I take that to mean in reference to the rare earth minerals used in the creation of computer systems. It says the second beast shows mankind how to create an image of the first beast. It seems this happens after the first beast is fatally wounded. Perhaps he comes back with brain damage and so they create a clone of him, with ai showing them how. Just my takeaway, been pondering this for months.
