We should be dehumanizing the people who want to abuse children. Doing otherwise is accepting what they do as human. Doesn't matter whether it's innate or learned.

It can certainly originate in the womb. There are species this happens to (see neoteny for evidence - https://en.wikipedia.org/wiki/Neoteny ). By some horror a pedophilic animal manages randomly targets a child or larva that shouldn't be reproductively capable but is. It can result in a line that reproduces earlier and earlier, never reaching maturity and with a speed that might cause it to outcompete the original line.

It's incredibly rare but it happens and there's going to be some humans that are warped this way. However, they're going to be vastly outnumbered by humans that got this way psychologically by grooming and trauma. By the original sin of one of these rare mistakes.

It's mostly cultural or memetic reproduction. Preventable. The ethical thing to do is slowly erase that culture and help or incarcerate the ones that learned the behavior by where they stand between victim and predator. Institutionalize the ones that are biologically that way since society denies the option of conversion therapy. I'm guessing this would be the "expert" take once violent eugenics is off the table.

Instead we're getting a half-message where society is going to be reprogrammed to see the biological mistakes as innocent and assume the memetic ones are that until proven otherwise. The benefit of a doubt where none should be given. Then tolerance. Then forgiveness. Then acceptance.
