Different painting behind him here, not the Monroe Doctrine one. It’s blurred to me and I can’t make it out.

Edit: I think the brown figure is a large horse, facing right. The white blurred parts to the right not as sure, possibly someone on a smaller white horse. No luck so far finding this painting (no art aficionado here), but thinking it could be a Trojan Horse??
