Kinda hard to claim they are of grave national concern and that Trump "unlawfully" took them if the govt just dumped them outside.
I wonder if this is being misinterpreted. For documents to go to the National Archives or Mar A Lago, they do have to get the boxes onto moving vans. And you can find news photos like this

West Executive Ave is a closed street within the White House complex. The Move is handled by GSA and I know when the boxes reach planes, the military is involved. So this dumped in a parking lot, sounds like, the standard moving out of the White House overseen by government employees.
Presidential Records Act allows Trump to take those docs. The fake news is trying to gaslight everyone by not mentioning that.
