All polititions have done this so long it is a system for them.They have gotten so good at it from practicing on the black communities.It started on the Irish in places like five points and Boston.It is now their status quo.Even the rural areas.Agencys like the railroad commission,federal insurance for farms,EPA,water conservation are limbs of the same tree.We saw it clearly in voting scandals.Federal manipulation in state government by issuing free military equipment to police,funding allocations etc.All the agency's and government funded organizations and businesses.The railroads,postal service and highway maintenance are great examples.
