Yes, but that would require the DoJ. The strongest thing Congress can do to him is censure and refer to the Ethics committee for ethics violations. And that's what they're doing. If the Ethics committee comes back and says he's been a bad boy, I think they can move to kick him out at that point. Someone who knows DC wonkiness more can correct me if I have that wrong.
