Six Republicans voted present when Schiff was censured. Five of these Republicans are members on the Ethics committee.

I think it would look like a conflict of interest if the members of the Ethics committee voted to censure Schiff and then later investigated him. They would look as though they already found Schiff guilty of crimes before the investigation began. By voting "Present" they kept any bias out of future investigations.
Or they could be holding out to exonerate him. At this point you just do what is right. Screw “how it looks.” That game has been played. I hope you are right. It’s defiantly weird that all the normal rinos voted to censure. But shiff is the worst.
You would never want to be accused of bias, be above reproach, in this way you do not give anyone ammunition to say your bias, in action, deed or word.
