There are a lot of easier movie references you could make to "making people want what you want them to want" that dont require submarines and the cold war. There is way too much going on in Red October for that minor piece of a plot point to be the focus of "red october" drops.
A traitor Marko Ramius for his own benefit rigs the system so even the medical doctor believes that a murder is an accident. That there was a nuclear leak, to get his men off the boat. He did so to trade the boat for freedom and to prevent WWIII because of the tech the boat had.

Well the title is based on the name of a soviet sub, which is named for the event in the wikipedia article, but i digress.
The major themes are defection and race to find a submarine, not combat tactics or nuclear accidents. Obviously these other things are plot points, but Q uses a movie line when he is being specific, like "where we go one, we go all".
If the post(s) hadnt said "red october" they had said "combat tactics mr ryan" then i would agree "turning into a threat before itnhas a chance to arm" was the intended meaning. But since Red October was the name if the sub, book, and movie, I'm betting this is meant to be calling attention to a submarine or a defector. Not any of these other theories.
Especially since Ghislaine is known to be a sub pilot and a missing submarine is dominating the news rn. I feel like everyone is in the weeds looking for obscure meaning when the obvious one is in our faces
The missile launch was another potential "red october" meaning i'd buy for a dollar. But the current sub hunt dominating the news seems more on the nose than any other example to date if you ask me
