A sewer of concrete built over an actual swamp to be precise. Swamps are very diverse ecosystems that adapt to what feeds into them. One day, not too far off, that stretch of land reclaimed by the government to build a permanent nation's capital will return to its natural habitat. The next nation's capital ought be built somewhere exceedingly hot with no air conditioning. I promise that would dissuade anyone faint of heart from attempting to live the in perpetuity. Then the intentions of each long term inhabitant will be much simpler to discern.
Oh, I like your idea about building the capital in TX. When you have 120 degrees in the summer, you won't enjoy being there in session.

There are a few places I had in mind but I also want it to be uncomfortably cold in the winter. There more our elected officials are at the mercy of the elements the better... in all ways. It definitely needs to be somewhere in the middle of the 48. Maybe a simmering summer in Texas and a frigid one for winter in say, Yelllowstone.
North or South Dakota would work for that.
