Nope, it wouldn't be that dark at Rostov-On-Don even at this time, because of their latitude.
The city is at around the same latitude as Winnipeg and Calgary in Canada. Just check their latitudes, plus a day light map.
Rostov only gets like 3 hours of fully black night this time of the year, and they get almost 17 hours of full daylight.
