They are not participating in the rally if they are working there undercover or not.
Correct. If a fed / LEO is undercover, they're not participating.
BUT -- an important qualifier -- if while doing so they step outside the scope of their assignment, they are liable.
Caveat: not a lawyer.
Also feds usually use contractors and non-Fed informants to get around laws restricting them.

If a fed is working undercover, they are pretty much allowed to do anything. For example, they are allowed to consume drugs if not consuming the drugs would blow their cover.
