Isn't the purpose of a bioweapon that it's supposed to kill/injure lots of people?

Yes, and the best would presumably do it slowly over years by destroying immunes systems, causing myocarditis, cancers, infertility, neurological disorders, organ failure, blood clots, strokes and more. Like MRNA vaccines.
