Upon further thought, I realize that this "representative" is not speaking to us, the sane citizens of America, but to his critical-thinking-challenged constituents. They have ALWAYS been told how special they are, that they are due free stuff from us "cuz racism' or something. He's just trying to keep those specially privileged parasites riled up and they will vote for him en masse in the next election cycle.
