I think it began when Dick Cheney and Donald Rumsfeld came into the White House under Reagan then Gerald Ford. They were both devotees of Leo Strauss They with Wolfowitz, Perle, and Kagen (husband of Victoria Nuland) then formed the PNAC-Project for the New American Century. They gave us 9/11.
