Meh. This one's pretty simple. If he's right and some idiot presses the nuclear button, then there's nothing to worry about. Once that button gets pressed, everyone else presses their buttons and we all get wiped out and don't have to worry about it anymore. There is no such thing as a "tactical nuke" in a MAD world.
