It's beyond stupid. I used to lead hikes and backpacks in Oregon and we do not care what color you are when out in the wild. They will need to make sure those trails don't have poison oaks, no bear, no rocks to stub their toes, or no cliffs to fall over.
Oh, if one of those people get sunburn, it's Oregon's fault.
