The new moon is how they determined the beginning of a new month. It was originally done by observation, but is now done by calculation.
"Moon" and "month" are from the same root word, thus not really different.
Not so. The Israelites used the calendar of wherever they were at the time. They used the Egyptian calendar, then the Canaanite calendar, then the Babylonian calendar, all lunar. This goes back almost 4,000 years. See the various works by Gérard Gertoux on chronology of ancient people.
